Nicely put. And the speech should combine urgency, determination and hope with an honesty about what we know and don't know about education reform. It should combine a celebration of promising practices with a sober acknowledgment that there aren't silver bullets. And it should not pay exclusive attention to a handful of reform ideas but rather praise a broad range of ideas that show promise.

Perhaps we can expect more research in future iterations. Given the administration's focus on competitive grants, it seems that research should be more important than ever.... If we're going to concentrate the wealth in districts that write the best proposals, then we're going to have an infrastructure for capturing and spreading the wealth later on.

I agree fully with the precious comment, which I interpret to mean: ARRA slowed the bleeding in education, and for that we should be very grateful. There were some bumps along the way, with some states playing shell games with ARRA money. But the net effect has been very positive.

But, boy, that cliff is coming, the drop is steep, and it's a long way to fall....

It is always good to learn the whole story prior to commenting on research studies. In the case of the Kane study released in January 2009, the crafting of the study's release deftly obscured the study's flaws. In fact, the portion of the study most highlighted by the public, the lottery study, only included 26% of the total charter sample in Boston - the only charters that had waiting lists and sound records. This means that the other 74% of the Boston charter sample did not. Now, it makes sense that at least one-quarter of a sample size of schools, those with waiting lists and sound records, would be high performers, and four of the middle schools were particularly notable for their high performance in math. But the study did not highlight that three of the schools not included in the charter study have since been closed due to underperformance and that others have only middling performance. The report also did not highlight the fact that all Boston Pilot elementary and middle schools were included in the lottery study as they all have waiting lists and sound records, unlike charters. And Boston Pilot schools did comparably to charters in the second study lens, the observational study, at both the elementary and high school levels. It is true that underperforming Pilots happen to be clustered at the middle level; a lesson that as school models scale up, strong accountability provisions need to be in place to account for the inevitable variation in performance.

There are strong charter schools, but the overall charter model has the same variation in Massachusetts as do other school types. Other studies have found similar results nationally. We should be supporting the increase of multiple choice options for parents and students, accompanied by strong accountability provisions to ensure consistency of high performance.

Actually, I would disagree slightly with point number two. The turnaround guidance is actually prescriptive to the extent that it prescribes school reconstitution, takeover or outright closure. Only if those strategies are impossible does it allow for existing teaching staff to remain. Even then, it does spell out (largely reasonable) turnaround strategies. I can understand the thinking. They want to avoid the turnarounds in name only that have happened in the past.

That said, I don't think the preponderance of research points to reconstitution or charter/EMO takeover as more successful than turnaround with existing staff....

Hold up...researching options BEFORE creating policy? Ludicrous!

While it's obviously beneficial to have policies backed by sound research, it will be all for not unless the research California is conducting is not only translated into and through policy but also followed-up on after the fact. That way it ensures best practices are actually being implemented with fidelity.

Really there is no doubt that mentoring is the strongest solution (even stronger than peer review). It seems that there is a desire for quantitative results, so when administrators choose between the two, they tend to choose the peer review. When we look at this from a qualitative perspective, the real bottom line is: a strong, supportive mentoring program needs to be in place from the beginning, so that teachers do not find themselves in the boat of "struggling."

I wonder if there has been any research done on stand alone mentoring programs in the schools (i.e. separate from peer review, pay/dock for student performance, etc.)? I know there is a lot of literature on this for higher ed.

Probably the biggest hurdle for this on the higher ed level is the need for a "champion." If there is a center or a faculty member who feels passionate about this sort of teaching-development, then it succeeds. If it is left to a secretarial or adminastrivia person, then the program tends to fizzle after a year or two.

I'm at least concerned with how we define "reform." It seems that only people who advocate changes to governance and incentives get to wear the mantle of reform. Those who advocate other types of change often get shoved into the "establishment" category.

That, in itself, suggests the triumph of symbolism over substance.

People of all ideological stripes are already opting for symbolism over knowledge/research--So your comment strikes a chord.
